Unidentified pop-up (at Tailor Sill)

I have just reached level 69 with my main character so, went around collecting the new quests.

One of these new quests, an adventure quest (Shattered Clouds Island) required picking the quest up from Tailor Sill, down in the Tideborn area of the map, on a small island south of Shattered Cloud Island.

Naturally I flew there on auto path. As I landed on a mushroom, a pop-up appeared for another quest, to visit someone but I can't recall who it was asking to visit. Some of the text was in orange, if that helps!

Any clues or pointers would be appreciated. Cheers

    Isn't Public Quest down that way?

    If so, it was just a pop-up with a brief direction for that.
