Hyper Exp?

I just bought 20 hyper exp stones. I was wondering... what would be the best level to start using them? I'm level 23, and I know that this isn't the time to use them. If it matters, I'm using the 3 stones for 3 hrs of 4x exp. Any help would be... nice. Thanks!

    After 70, when you get less quests.

    Like she said ^^, after lvl 70...and i would use 5 stones for x12 exp, lots more exp that way
