Question about Nirvana

I want to know tat do we need to hv manufacturing skills to make Nirvana?
or are they like OHT?

as HH99 stuffs get auto bound so if they require Manufacturing skills, that means b:cry.....

    Nirvana requires lvl 6 mfg skills.
    I post in forums. This one and others. That's why I post.
