Good PvP server for newer players?

Would Lost City or Harshlands be better for newer players? LC has more pvpers, but almost all of them in Arch have OP gears, and Harshlands has less, so can any1 answer this? Also, are there a lack of newer players in LC as compared to Harshlands?

    in every server u gonna find people with OP gear.

    I would definitely roll harshlands, just because it lets me catch up to the high levels.
    harshlands is newer, so there aren't as many OP high levels. Lost city for the most part is dominated by pk because there are so many high levels with nothing to do. once harshlands grows a bit, the pk pace will pick up.

    Find another game unless you're willing to spend a lot of time or money on your gears. Primarily money.

    Even the best non-CS pvpers can't compete at the hurr durr 7-11 CS level.
    Bladestorm lets you spin around like a carnival ride and do damage. Not using it is almost like having a move called Confetti Rocket Power Leap and saving it for "emergencies"
