I can't get Venomancer skills!!! HELP!!!

I need help in getting venomancer skills. Ok so I became level 9 and went to the Venomancer skill person and then i clicked on all the skills to get them but then it said that I have not reached the required spirit cultivation level yet. PLEASE HELP ME ON TELLING ME WHAT SPIRIT CULTIVAQTION LEVEL IS AND HOW I CAN LEVEL IT AND HOW I CAN TELL HOW MUCH I NEED TO LEVEL IT IN ORDER TO GET THE SKILLS!!!b:cry

    You have a Spiritual Cultivation quest to do, check your quest log, it's called Spiritual Cultivation and will be in orange text. Once you complete the small quest chain for that spiritual cultivation you will be able to get the skills.

    Every X9 lvl you need to do a cultivation quest (mandatory quest written in yellow-orange in your quest box) there's an NPC not far from the elder that gives it. After you do that quest you can get your lvl 9+ skills.
