who and where is he?? im a lvl 19 barb looking for that weapon. blood tablet?

    Same one you talked to with earlier quests you had.

    Not sure on that quest, but I do remember that several quests that tell you to go to that elder actually want you to talk to the guard on the step behind him. Check for the little shield.

    I take it it's for the call of duty reward.

    It's the elder of the main citty that gave your your quests in the past to. (elder of lost citty)

    Yes it's Lost City. Lost City is called City of the Vanished in other versions of the game. I guess they just didn't change some of the quest text in this version.
