Let's say I'm flying right above a person and a Wiz drops a tempest on that person, how high do I have to be so that I don't get hurt?

    it should work the same way it would on the ground.. i think.

    however many meters the skill says.

    Exactly, AoE of wizard skills is a 3D sphere.
    For maxed ultis it's 12 metres from target in every direction.

    So to answer your question: around 13 metres or more above the target.

    Sure, all AoEs in this game are 3D, not only wizard ones - sorry if my post created confusion :P
