Action Bar duplication

So I log into to see my action bar all messed up and so I need to start all over from scratch. So I start removing the icons and clean them all out. I start with the first bar but I notice the icons are being duplicated on the 2nd bar. I try to delete the duplicate icons. It removes the originals !?!?!? Frustrated I start over again. Same result.

No matter how many boxes and arrows I click, nothing will get rid of it.

Anyone that knows how to clean this up, I would deeply appreciated it. I have to ask, who designed this interface. I mean, I really enjoy this game, but the interface is truly wretched, and no in game help or tutorial at all.

    that because u pressed V button that switch your bar

    to fix simply press V until u get on the right bar or click the arrow if iremember
