let say the item has 30 more minutes, but maint come about, does the timer on the item still runs? or will it resume at 30 minutes once server is back up?

No the timer does not stop as far as I know.

not completely sure, but I know timed QUESTS stop and restart, so it's possible they will in AH as well.

Feel free to snipe items that are <2hours right before server shutdown.

I am 100% sure it doesn't stop as I use to do this back in early '09 and have been doing so until late '09.

This is not a rate of change, you cant rotate something at a constant, it must change over time.

Also:

The inclusion of the word "or" makes your statement not excact.
