Refine Transfer

I know people have asked about it. I have been assuming that it has not been implemented yet since I haven't seen anything about it on the forum. But during one of the loading screens today, the hint said that refine transfer is now available in PW Boutique. I checked it but there isn't an item in there for refine transfer as far as I could tell and I probably would've been mentioned in last week's patch note. Was it just a hint glitch?

    Those hints also say to switch between skillbars using the Tab key - I doubt the Devs or PWE pays much attention to them.
