where do you get quests for chests?

Where do you get the quests for these types of chests? I know that they are level specific, but are they hidden quests? Also, if anyone has ever done them, what do you get from them? This chest is just west of Etherblade, but I have come across many elsewhere across the map.

    Gold foil. Pretty much worthless except for NPC'ing. Most of these chests aren't implemented in our version and don't work at all though.
