Why can't I craft level 2 Apothcary?

I have a lvl 23 toon and have lvl 1 crafting in all 4 fields. I also have lvl 2 in tailor, craftsmanship and blacksmith. But I can’t seem to craft any level 2 items in apothecary. The only items I can make are level I and charms, neither of which will move my experience bar when I manufacture those items. I have completed level 1 (the crafting xp bar is at the end). I went to the elder in Lost City and he tells me my crafting is too low. Apothecary is the only lvl 2 skill I have yet to complete (I've got tailor, craftmans and blacksmith). The second row of items to craft, suggests to me that it requires lvl 30 to craft. Am I missing something, or does my character need to be level 30 to craft level 2 apothecary?

    if you want tolvl up your skills you should make items with required skill as yours
    under the required mats says required skill make items with skill equal to yours
    not items with lvl equal to your skill

    No, it's not that.

    Lv1 Apothecary - crafted "Life Powders" (15 Nectar & 10 Golden Herb) and got XP bar to full then went to Elder in Raging Tide City and upgraded to Lv2.
    Lv2 Apothecary - been crafting "Focus Powders" (15 Crane Herb & 10 Salvia Root) and my XP bar is almost full, these do require Lv30 to use, however im still able to craft them and get XP towards Lv2 Apothecary.

    this has all been done in the past 2 days, so your doing something wrong...

    No again, it's a bug!
    Watch the link above and see that there another players who had this problem.
    Just look at my link above and please don't make me record the manufacture and show it on youtube.
