Is there a quest for the Lvl 8 Skills of Crafting?

I was wondering if there are any quests to make your tailor, craftsmen, and blacksmith lvl 8. Like the previous lvl's. Does anybody know?

PWdatabase says yes. It's apparently at level 99.
