I cant get wq

Hi
everyone says u start getting wq at lv 70
and ive been to the person you get it from (near hou jensi)
but hes not giving me any quests and ive searched on Find quest but
theres nothing on Repeatable quests!b:cry

    if is ur first time search for the quest "paperclip" or something like that under "find quest" "normal quest"
