    2 grade 5 stones, not the same = sparkles
    4 grade 8 hp stones = lightning effect
    4 grade 8 mp stones = blue crystal effect
    4 grade 8 elemental stones = Strong green glow with sparkles
    4 grade 8 phys def stones = Burning fire
    4 grade 8 mag def stones = Strong white mist
    4 grade 8 evasion stones = Bigger/stronger yellow glow with sparkles.

    can't turn regular weapons blue. (except with sharding but me don't think you mean the shard glow)

    the supply stash reward items also usually glow blue like general summers' [insert weapon's name]

    Almost any 3* (star) weapon glows blue.
    Either make them (if u feel lucky) or buy them via AH

    Yes. Look for an Auctioneer in any of the major cities:

    Etherblade's is in the courtyard just north of the skill trainers.
    Lost City's is towards the south end.
    City of the Plume's is in one of those rows of NPCs near the center pool.
    Archosaur has three, one at the west end of the south district, one at the west end of the north district, and one near the blacksmith in west district.
    Uh... no idea where the Tideborn/Raging Tide one is, sorry b:surrender
