Manufacturing Skill Books?

My apologies for this rather silly question, but I've asked numerous people and no-one seems to know the answer.

After getting my apothecary skill up to level three by manufacturing remedies, I was given an apothecary skill level four book by a friend, but I can't for the life of me find out how to actually use the thing. I can't see any option available to use it at the Elder, and I've already done the quest he gave me to do in Dreamweaver Port.

    Need be lvl 50 in order tolearn it.

    I'm level 55 at the moment, my avatar just hasn't updated for some reason.

    Ahh. I would have presumed the skill book was so that you didn't have to get your apothecary level three skill to 100% before being able to upgrade it to level four.

    May I ask exactly what the manufacturing skill books do, then? Considering the criteria I need to fulfil to use it is exactly the same as what I'd need to get to level four anyway.

    without the skill book you cant get to the next level.
    You always have to get it to 100%, then use the book.

    Ahh, that explains a lot! Is it the same for the fourth level of every manufacturing skill?

    The only oracles I've used are two that I got as a supply stash item and quest reward respectively.

    weapons, armors, and accessories all have a quest to get the skill books at lvl 4 and lvl 6.
