How do I activate new skills?

Maybe I'm missing something really simple, but I'm not sure. I can't seem to gain any new skills. I'm a level 16 Psychic, and the only skills I have are the first two, Aqua Impact and Spirit Blast. Looking at the skill tree I should have more, but I can't seem to activate them. Is there a certain NPC I have to talk to?

Hi you have to talk to Psychic Master there you can Learn skills and you need make the Spirutal Cultivation quests all!
Skills coast coin and Spirit points that u gain by fighting and most by questing.
