Need help with hotkey bar

So i fckd up my right hotkey bar heres how it looks http://img41.imageshack.us/i/20100101055103.png/

So what i need is that the 2nd bar doesnt reflect the keys where are F1,F2...
i need the middle one clear so i can put skills there without reflecting others would be good if you could write step to step what to do just saying use the arrow wont help me.(lol dont ask about the celestone i put it there by accident)

    For both sets of shortcuts, the first row is either the first set, or the currently active set. The remainder are the second, third, and so on. You can cycle the currently active set by pressing a key:

    The 1-9 shortcuts are cycled by ~ (tilde).

    The F1-F8 shortcuts are cycled by V now, formerly Tab.

    Also note that if you can change whether a set shows up in the cycle or not. A filled gold circle will show up in the cycle of shortcuts, whereas an unfilled gold circle indicates a set to be skipped.
