Better chance at 3*

I remember that lvl didn't use to matter but now i look at pw database for crafting and it shows the levels. Is it easier to get 3* the higher lvl you are and is there a formula I can use to caculate the chance of getting a 3*?

    What she said, except with the possible influence of Duke Blacke's rumors. Nobody knows for sure, but supposedly certain crafting NPCs will have a higher rate of crafting 2 or 3 star items if you talk to Duke Blacke and get the right rumor.
