Can't Heal

hi all, for some reason or another I'm unable to heal anyone other than myself. I've tried on several different players in several different areas. Each person is blue named and i myself am blue named. I've tried in archosaur, grasslands, and plume. I have each person targeted.

anyone know whats wrong?

    Make sure your blessing filter for faction/squad is off?

    If you're trying by pressing CTRL, that's glitched right now.
