How do I get to Tiderage?

A level 12 Venomancer told me I can go there at level 7 by talking to the Elder of Lost City about a discover quest or something, I'm level 11 and I couldn't find such a quest. Can anyone help me? Or will I get the teleport point when I get that quest where I have to go to each race's city?

    There should be a seperate quest at some point where the elder of your race's city will add the city of Raging Tides to your teleport waypoints.

    Yeah the discover quest is at level 12. That person said I could do it at level 7, just a simple misunderstanding.
