Decomposition problem

I need to decompose hh70 thunderbolt axes. I tried myself and couldn't, presumably because my smithing skill is too low. So I handed them to a friend with level 4 smithing (which is what the smith NPC said was required) and he couldn't decompose it either.

Anyone know what's up with this? Does it actually require a higher skill level or is there something else going on?
