BIG, GIANT, HUGE glicth

I'm having this really wierd problem: After I downloaded the new patch that has the tideborn stuff, I can't seem to play my game. Each time I log in and enter the game, the screen goes black and this bar like thing showing part of the game screen pops up and starts to swicth places with the bottom, top, and middle. what can I do?
