Calamity and Lost City

I was wondering why Calamity hasn't taken the territory of Lost City yet? I mean, all it will do is increase they're weekly income....so why don't they want it? Is there a rule where you can only attack one territory at a time so every week they at EQ instead of getting Lost City? Or maybe Lightaine has a drinking problem O.o

    You can only attack one a week, and it looks like since they're the only one that can take it, no reason to rush in getting it.
