Can't submit a ticket?

This isn't the first time it's happened. I have tried Firefox, IE, and Chrome. The button at the bottom is a link to the same page that you are on. (http://support.perfectworld.com/ticketing#) becuase of this, I am unable to submit a ticket.
It also seems to happen fairly often. If I wait a couple days it will probably work again, but by then I have lost most of the info I was submitting.
And of cource, Live Chat Never works, at all, for anything. Should I just start putting the tickets here?

Clean out your cookies and cache in your web browser, then exit it and restart it.
