Delay!

Hello all.
Well as the title says. This about delay. Mother of all lags. I've got this new laptop and it works fine. I played PW on it since i got it and its never lagged. NOT EVEN IN West Dis!! :D But last month or so, i've got this weird as lag/delay thing happening.
It takes 3or more seconds to log in then another 8 seconds to enter pwi. And all my skills are delayed by about 5 seconds, sometimes more sometimes less. Its annoying. I click on the teleporter or any other npc and it takes ages for the window to pop up. On rare occasions it doesnt delay.. But when it does im bascially useless in pw :( My net speed is like 200-300 KB/s and never lagged with it on laptop till last month or so. Can anyone tell me why I'm getting this delayin curse? T_T
