How do I start WQ?

I just hit 70. I hear that's when I can start WQ, but where and how do I start it? I don't think it's in my Quest Log. b:bye

    You go to the Archosaur Elder first IIRC. Then you go to Li Mengpai, and every day after you start at Li instead.
