can't level my tailor

i'm level 70 and i have a level 4 tailor. The counter on the skill in my skill box says i'm 45/45, but i go to the elder and it says 45/60. I've tried to increase that number but it won't change from 45 to 46....what am i doing wrong and how can i get level 5?

    Make things that require level 4 tailoring.

    I think you need to pick up a quest from elder to make specific items for that skill to get the last 15 pts, just like you did to get to lvl 4

    I believe youre at 100% of the level 4 tailor skill.

    I just had to talk to the Archosaur Elder to get it up to lvl5. Perhaps you can try that elder. Maybe different elders have different skill levels to give which I dont think I have come across till now.

    yay! i got it! i just went to the elder in 1k streams and :D
