Fraps is commonly used in the gaming world, but it's a massive program so that probably wouldn't help. The choppyness is probably caused by your computer and most likely won't be different in another other on-screen video recording program.
As for the OP's question:
Videos:
To record video on-screen, you can use Camstudio.

It's very simple and easy to use. Once you have recorded and saved your video, you might want to edit it. Windows Movie Maker comes standard with most Windows PCs.
Then create a Youtube account and post it.
For screenshots:
You can take a screenshot either using the Print Screen key, or go into camera mode with f9. Ctrl+H disables your UI, and you can remove your character's name via a checkbox in the UI settings panel.
Screenshots are saved in a folder. The location of this folder varies.
C:\???\Perfect World Entertainment\Perfect World International\element\screenshots
Depending on your OS, "???" will be either Program Files or Games.
You can upload your screenshot to Imageshack. Some people use Photobucket or Tinypic, but those hosts usually shrink or ruin the quality of your screenshot.

Once your screenshot is uploaded, copy the link that's labeled as the "direct link". Post it using these tags:
[ img ]DIRECT LINK HERE[ /img ]
But without the spaces in the tags.A B and C, abandoned but controlled.

i think i explained wrong, sorry.
I can play with no problem while running camstudio, however the playback is choppy. I cant think of the word but it has a low ___ per second. Like its playing image after image in a jerking motion. kinda like webcams i guess.0 -

I believe the word your looking for in that blank would be frames. I don't know much about the post recording process, but perhaps there's a way to increase the frames per second, which might help smooth out the choppiness.[SIGPIC][/SIGPIC]

yea thats it. Framesthanks... that was driving me nuts.

Try this:
Get the DivX Codec:
http://www.divx.com/en/downloads
If you don't already have it.
If you're low on space, you can uncheck all of the unwanted downloads (like the converter and player) during installation. Keep "Codec" checked.
In the Camstudio window, go to Options>Video Options. Choose DivX from the dropdown menu. Some settings will need to be changed:
Set Quality to 90
Uncheck "Auto-Adjust".
Set Key Frames Every 30 Frames.
Capture Frames Every 50 Milliseconds.
Playback Rate 20 frames/second.
See if those settings work.A B and C, abandoned but controlled.
