Level 3 Soulgems?

I just crafted weapon and I want to Imbue a Lvl. 3 Soulgem into but I dont know where to get soulgems. Ive seen the lvl 1 soulgems being sold by the merchant and I think it was lvl 5 soulgems being sold from an NPC. I was just wondering if any NPC's sold lvl 3 soulgems or if not if/how you can make one.

You combine lower level soulgems at a Jewelcraftsman to make them. It takes 3 G1s to make a G2, and 3 G2s to make a G3.
