Genie question

I'm not sure if this goes here or not but I've got a question about the genie skills... How do you buy them? I have a lvl 17 Zeal Genie. Her affinity points are distributed but not her stat points. I've been to the Watcher of the Earth and no skills are available to me. I'm pretty sure I've got enough spirit and coin if it has to do with that.

I've read a couple Genie Guides but I couldn't figure it out. Am I missing something?

    When you speak to the Watcher to upgrade genie skills do you drag your genie over to the spot that opens when you choose the upgrade genie skills in the Watchers convo?

    Yes, I've tried that and still... no skills are available
