What's happening?

I'm trying to decompose a 3* hat of the promised land into mirages. With level5 tailor, I'm pretty sure that's enough. Yet when I try to decompose at a tailor, it just says invalid service request. I assumed that the level of equipment you can decompose is just 2x your skill level in that area, and that hat is grade 10. Explainations?

Elenacostel - Heavens Tear

You need Tailor 6 to craft it, so that means you need Tailor 6 to decompose it. Not 5.
