Reputation Rank 5 Equipment NPC

OK, I have searched high and low and can't seem to find the NPC that sells the equipment for Rank 5 reputation. World Chat generated responses of Dreamweaver Port (could only find L2-L4 items) and Thousand Streams, where I couldn't find anything.

Anyone happen to know the location of the correct person?

    There is an npc that gives rank right near fb59 ( the village above). If it's not in 1k or Dw, it's got to be there.
