I got this quest that asks me to get either 20 Fodder or 1 Cage to increase my pet storage to 3 slots. Is this a boutique item kind of thing? Or something i can actually find in the game?

If it's in the game, where can i find either the fodders or the cage?

The cage is a Boutique item. The fodder is not. It drops from certain mobs.

the fodder is actually called: hay. and is found from either lv 4ish turtles, or the lv 30 antelope pups. the Cage and the Super Cage (cage is 2 gold, super is 14 gold) are Butique items as stated from Aadi and the cage increases your pet bag by 1, while the super cage maxes out your pet bag (meaning it increases it to the max amount)

    hope this helps b:victory

The mobs you would be looking for are the Highlands Tortoises, level 8 mobs.

Drop rate for those is 5.1240%.

Or you could wait until level 34, fight Abyssal Mysterys, and get a higher drop rate.

Abyssal Mysterys (Mysteries?) are MUCH harder to farm for hay than Antelope pups are. They're surrounded by aggressive undines, and are in the water, whereas Antelope Pups are the only aggressive mobs in their area, and are on land.

Longlegged Toxicons will agro. The rock things don't. (Toxicons stack poison too.)

Longlegged toxicons are sparse on the eastern side of the mountains near the Silver Pool. There is an expanse with only antelopes and golems, there, towards the south of that side.

Antelopes are good for hay too, of course.

Here's a list of what drops it:

Pick whatever is closest to your level, or buy from other players. Because of a high-level quest which needs 50 hay, it tends to be expensive.
