If I install PWI's files, data, etc. on a CD-ROM, USB, etc. Can I play in another computer without having to install everything all over again?

no i dont think you can.

pwi doesn't include a portable version, there is a difference to having the files and having them be able to run from a portable location, sorry , but for now this isn't viable

I recently reinstalled windows and without needing to reinstall PWI was able to play just fine. Only problem you will run into using multipule computers is the fact the settings will be whatever was last used. So you would likely need to setup something that works on all the computers you plan to use, or remember to change it before you launch the game.
