req lvl 20 kirin question

i want a req lvl 20 kirin, do i need to buy both spurs or just the 15 gold one? do i need to spend time lvling the kirin before using the spurs, detailed yet simple answer would make my day... ty

    i level 20 with a kirin.. i payed 15 gold for the kirin and 15 gold for the update.. take it to the pet hatcher in arch.
