Does anyone know if this skill works on cash shop mounts / flyers?

    It doesn't.

    Mounts are just mount speed.

    Flying has a base speed of 5, then the +x speed on it is added to that for your flying speed. The starting genie skill Wind Force comes on whatever white genie is called (the high vit stat one) and will briefly boost your flying speed as well.
