    There is no such quest. White tiger is a skill that u can buy at lvl9 and before buying skill, u have to make sure if u have reach the spirit cultivation required for the particular skill. Which means white tiger form require spiritual adept which is the lvl9 spiritual cultivation quest.

    After completing this quest, go to Barbarian XXX that always stand beside a Venomancer XXX(Forgot the name and coord)b:shutup and u should be able to buy the skillb:victory
