can't learn new skills

plz help i'm totally confused about skills
i'm 19lvl (cultivation: spiritual adept), but i can use only one skill - venomous scarab lvl2. as i see in the skill tree i should know more skills already - Ironwood scarab, Fox form, Brumble guard..
how can i learn new skills? is there a particular NPC that give new skills and skill levels (except the pet skill trainers)?

    There is a Veno Trainer that you need to talk to.

    If you hover over the skill you will see the "cultivation level" required for the skills, you will need to complete the cultivation quests before you can get those skills.
