How do I create a faction?

First of all let me start by saying Im sorry if theres already a thread about this . Iv looked every where about this but I havent been able to find the infermation anywhereI looked on the official wiki and youtube, I have the 100,000 gold and Im level twenty so can anyone tell me how to do it.

    go to the faction supervisor at east arch. then create the faction
