Attack/Defense level?

What does the attack/defense level do?

I recently aquired a diamond of dragon and wanted to know what the true purpose to the level was. I mean, what does it do except for put a 0 to a 1 on my character screen?

    This shards make the attack or def lvl ( i dont know atm) +1

    that means: if you are a lvl 62 veno ? you make so much dmg like a lvl 63 veno.
