Water Glitch?

i was helping a freind with a quest in the swamps the other day and i noticed i'm only doing half damage to enemies while i'm standing in the water. I quested a lot there when i was lower level and that was definitely not the case. Is this a glitch? Is is supposed to be like this now?

    The swamp is a very weird area. There are some spots that count as water while they aren't deep, but none the less it was a nice thing to help your friend.

    Maybe i should be more specific. I was helping somebody kill towerlings is when i first noticed it. So i decided to move to some of the mobs i had done a lot of justice quest on. Resentful Heathens and the knight fellows. I noticed the same situation. I would have noticed if i was hitting that low on them before.
