Help! How come i can't learn any skills?

I'm lvl 9 and im at Venomacer Mei and it there are a couple of chooses like, fox form, Inronwood Scrab, Fox Wallop, and Swimming Mastery. When i click on them it says: "You have not reached the required spiritual cultivation level" I have enough spirit points and coins, for every skill so why can't i learn them? Please Help!
