newb question

I'm a lvl 11 veno. i notice that i'm just a spiritual initiate and i dont have the culitivation quest. is there a problem with it? can anyone please advice?

    you need to speak with the taoist , he's right near untamed elder on those stairs. he will give you the quest.

    yaaaa no he dosent have any quest and its not in quest log

    I emailed the GM's in regard to the issue - I'm having it with my level 11 Barb I started last night. Here's the response:

    looks like maintenance broke the cultivation for (new characters at least).

    what im wondering is (when and if they fix it) - will one have to start a new character if they already talked to him at level 9?
