It doesn't seem so. I bet you based on other items so far it's something like .5% or .02% for the really good stuff, 2% for best lucks (going off of others reports), and around 95% for lucks.

Ishmah, although that's the quest, the rewards are different from what it states.

Probably not, but do you have better rates? I'm getting mine off the rare rates from other events plus asking people who have purchased a lot. Since the DB doesn't have it, the best possible at this point is a semi educated guess.
