I dont think the developers are that stupid....

Either the developers are trying to push the non-paying players away (which will indeed make the game less enjoyable for the cash shop whores) OR this anniversary sloth is a clever marketing scheme. If the developers know full well the level cap will be raised within a few months and these (currently) uber items will become more or less average soon enough, then they win in the short and long term.

Or am I being too optimisitc?

It's pushing paying players away to. It's been a great way half the player base in one hour. The GM's aren't posting anything, hopefully because they realise how stupid this was.

paying isn't enough anymore. you have to buy ALOT to take advantage of this and if you dont well....you will be light years away from the people who do in terms of progress.

What really amuses me is..

The people who complain about they're too poor to charge zen and ***** about the economy saying about how when a certain game comes out they're going to move to it so quickly.

Nope, I'm broke as hell so once I'm done with PW I've got nothing but my studies to keep me busy (so I'll probably stick with PW for a bit longer).

15 a month for a game that is professionally maintained and they have pressure to keep their subscribers. that means the patches they produce will be aimed for keeping people playing not trying to force as much cash shopping as possible. i for one am not qq'ing about gold prices as I haven't so much cared for pw for the past 5 months. to be competitive in pvp in lost city would cost atleast 1000$. not to mention the pvp is terrible... compared to 15$ for at least better, balanced pvp. the game i'm moving to isn't anything amazing, it just looks that way after playing pw for 2+ years
