What was the site to download Chinese program system lingo?

I bought a new computer and I need to download PWI again but I remember I could not get it to work on my last computer until I downloaded some Chinese System Translator. I'm working with Windows Vista again so I assume the same will apply, but I cannot remember where on these forums I read about the link to the Chinese download. Help please?
