Why would a TW starved faction pass on a chance to fight a 3 hour battle against a well matched opponent (hell Ceasar havent used charms for weeks!) and instead attack a faction they know has a far lower level average? Simple...they dont want to fight unless they know they will win

I think regardless of what anyone wants to say about fun TW and nice TW xp I think thats not true for top factions on HT server at the least.
Not many factions proved TW fun and xp comes 1 on the map.. come to think of it, dunno who started that first I think was RoC against Radiance?.. or Was it TheEmpire against RoC.. not sure - but at that time Legion and Evo were attacking RoC every week so was kinda expected.
After that Radiance didnt show against Enrage anymore most of the time at the least if I am not wrong, and then Enrage stoped showing up for Caesar, at that time Tao didnt have ex Triad and Evo TW crew, that means Enrage was skipping the hardest every week for a month when Caesar was getting free land around and Before archo after Triad lost some TW players to Tao...
Then Enrage did it again against Radiance giving about 1 more month of free lands to Caesar, i think in total 7 weeks (or whole summer if you want) of free lands to Caesar.. Even Triad did that against Tao, giving them free land and picked Rad instead of Tao..
If i am not correct entirely or if I am wrong about somethings i accept but i think its clear that all factions pick easy Enemy 1.b:surrenderFortune favors the brave
