Decompose problem

Why wouldn't I be able to decompose this? It's a Drunken Fairie Pendant, 3 star, level 11 item. It decomposes to 4 mirage, so it should take 20k to decompose, I have plenty of coin on me and have tried it at several different craftsmen, each time it says "Invalid Service Request". The item is fully repaired, and my skills are all at level 6 which should be high enough to decomp level 11 gear. Any ideas why I can't?

    You need the skill at 7 to decomp lvl 11 items it would seem.

    Guess that would explain it, I thought 6 was high enough up through level 11, guess not.
