Can't start Bounty Hunter

I just turned level 41, I went to Arch, clicked on Warsoul Spirit, but he has no quests available for me. I have not previously done the quest.

the quest u seek is given by a different npc called Head Hunter, he's placed right near the Warsoul Spirit

Thanks for the info, I went back to reread the guide which said "on the east end of the platform with the Warsoul Spirit". *face palm*
